It is important for small hromadas to develop a systematic approach to supporting veterans and their families, as they often lack the resources and capacity to devise a comprehensive local policy on their own. In the Zaporizhzhia oblast, which lies close to the front line, the need for such an approach is particularly pressing.

Together with the Mykhailo-Lukashivska hromada, the Restart team will develop a local veteran policy — a practical document that will set out priorities, specific measures and mechanisms for supporting and integrating hromada’s policies to veterans and their families’ needs.

The project involves the joint development of the policy with the participation of veterans, representatives of local government bodies, social services, civil society organisations and other local institutions. This approach will enable a shift from reacting to individual needs to systematic planning of services and solutions, strengthen coordination at the local level and lay the foundations for mobilising resources. In the long term, this will promote the social and economic engagement of veterans, strengthen local institutions and help build a more inclusive and sustainable hromada.
