Development of an urban resilience methodology as part of the project "Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing" (SUR), based on an analysis of pilot initiatives by partner organisations and a review of the legislative framework.
The activity was conducted within the project «Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing» (SUR), which is a part of the German transitional development assistance, commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH

The topic of urban resilience is particularly relevant in the context of a protracted full-scale war and intense hostilities, almost daily air and drone strikes on infrastructure, mass population displacement and growing reconstruction needs.
Over the past two years, together with partners the project "Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing" (SUR) have tested various strategic and methodological approaches to strengthening urban resilience in seven Ukrainian cities. Building on these findings, the Restart team developed a methodological framework for urban resilience concepts that can be scaled up to other Ukrainian cities.
Project objectives
To review and analyse feedback on the pilot concepts of urban resilience developed as part of the project "Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing" (SUR)
To develop a methodological framework for urban resilience concepts, adapted to the current Ukrainian context
To analyse Ukraine’s legislative framework regarding urban resilience concepts and identify their potential role in existing urban planning processes

Project activities
Analytical review of the applied methodologies:
defining the concept of ‘urban resilience’ in the contemporary Ukrainian context; analysing the situation on the ground and risks; developing of strategic objectives; scenario planning (city development scenarios taking into account identified risks, threats, socio-political changes and dynamics, and the security situation).
Concept design and implementation monitoring:
development of the concept design and measures; formulation of an implementation strategy.
Stakeholder engagement:
development of recommendations for stakeholder engagement and communication practices; monitoring and assessment of the potential to adapt solutions.
Legal framework for urban resilience:
preparation of an analytical note on the Ukrainian legislative framework for the urban resilience concept, based on the results of consultations with partner organisations and relevant experts.
Concept design and implementation monitoring:
development of the concept design and measures; formulation of an implementation strategy.
