Methodology for Urban Resilience Concepts in the Framework of the project "Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing" (SUR)

Urban resilience is the ability of an urban system to respond flexibly to crisis situations, whilst adapting, strengthening and transforming itself in the context of sustainable development. This topic is particularly relevant in the context of a protracted full-scale war and intense hostilities, almost daily air and drone strikes on infrastructure, mass population displacement and growing reconstruction needs.

Over the past two years, together with partners the project "Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing" (SUR) have tested various strategic and methodological approaches to strengthening urban resilience in seven Ukrainian cities: Kryvyi Rih, Zaporizhzhia, Dnipro, Nikopol, Poltava, Nizhyn and Okhtyrka. Building on these findings, the Restart team developed a methodological framework for urban resilience concepts that can be scaled up to other Ukrainian cities.

The activity was conducted within the project «Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing» (SUR), which is a part of the German transitional development assistance, commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
